Congratulations to our new President/Chair:

Dr. Ricardo Israel Zipper, Director

Centre for the Quality of Democracy

Santiago, Chile

RECENT AND UPCOMING CONFERENCES:

At the upcoming IPSA Congress (July, 2006) in Fukuoka, Japan, RC #24 will have 6 panels.  If you are interested in presenting a paper on one of these panels, contact Dr. Ricardo Israel Zipper as soon as possible:  demos@tie.cl  The deadline is July 20.

Our next triennial conference will be held in Chile in 2008.

On 27-29 June, 2005, RC #24 held its triennial conference at the Baolong Hotel in Shanghai, China.  The conference was entitled:

"The Military And Civil Society In Global Change: Security In An Age Of Terrorism

"国际关系与全球变化:恐怖主义时代的安全国际研讨会"

We have been told that the conference was very successful.  It was co-sponsored by the China Arms Control and Disarmament Association and the Shanghai Institute of National Defense.  Conference Themes included:

Over 40 foreign participants from 20 countries attended, as well as a large number of Chinese delegates, including a number of military officers.

A new slate of officers was elected

The Research Committee on Armed Forces and Society (IPSA RC#24) was notified in March, 2005, that it had successfully passed its accreditation review by IPSA, and is continued as one of IPSA's standing research Committees until its next review in 2011.

Our five panels at the IPSA Congress in Durban, South Africa in June, 2003 were very well attended and well received.

Our conference in Romania in 2002 was a great success. The President of Romania, Ione Iliescu, delivered the keynote address, and the Defense Minister, Ion Pascu, spoke and attended some of the sessions.  Many of the papers from the conference were published in: Globalization of Civil-Military Relations: Democratization, Reform and Security, edited by George Cristian Maior and Larry Watts (Bucharest: Enciclopedica Publishing House, 2002).

Conference site and papers are available for viewing.

IN MEMORIAM:

Our colleague and Vice President, René Armand Dreifuss, passed away in Brazil on May 4, 2003.  Dr. Dreifuss, Uruguayan by birth, was a major Brazilian scholar.  His pathbreaking book, 1964: The Conquest of the State, redefined how Brazilians thought of their military intervention of 1964.  Fluent in a number of languages, Dreifuss was internationally known and respected.  He will be deeply missed by his colleagues. There was a special panel at our Shanghai conference in honour of Professor Dreifuss.  We intend to have another at the Fukuoka IPSA Congress in 2006.

The Research Committee on Armed Forces and Society (IPSA RC#24) was notified in October, 1999, that it had successfully passed its accreditation review by IPSA, and is continued as one of IPSA's standing research Committees.  Our thanks go out to all of you who assisted in the review process with your faxes and letters of support.

We had a very successful conference in Bucharest, June 28-30, 2002.  The conference was sponsored by IPSA #24, the Romanian Presidency, The Romanian Ministry of Defense, and the Manfred Worner Center.  The plenary session was opened by the President of Romania, Ion Iliescu, and the Minister of Defense, Ioan Pascu.  There were many strong papers delivered, and participants had the opportunity to visit Romanian military institutes, and to witness a military display and brief mock ambush by the Romanian Twenty-First Mountain Division.
